Entrepreneurship as a Connecting Axis between Public Policies and Tourism

With the purpose of critically analyzing entrepreneurship as an expression of economic development, this research aims to unravel the historical and conceptual transformations that have shaped this phenomenon, from classical views centered on individual capacities to its current positioning as a strategic axis of public policies. To this end, a methodology based on documentary review and comparative analysis of specialized literature and case studies in Latin America was employed, using a multidisciplinary approach that incorporates contributions from economics, sociology, and psychology. The results show that entrepreneurship rests on three fundamental dimensions: technological innovation as a driver of competitiveness, its direct association with economic growth, and the construction of an entrepreneurial culture that socially legitimizes this practice. However, they also reveal the tensions between necessity-driven and opportunity-driven entrepreneurship, as well as the heterogeneity of logics that sustain it in contexts of vulnerability. The discussion highlights the limitations of the economistic narrative, as it fails to account for the cultural, social, and historical determinants that shape entrepreneurial action. In conclusion, it is argued that entrepreneurship constitutes a complex and multidimensional phenomenon whose effectiveness as a development strategy requires public policies sensitive to local realities, oriented not only toward wealth creation but also toward equity, social cohesion, and sustainability.
