Management model to optimize rural territorial planning in northern Peru

The research aimed to propose a management model to improve rural land-use planning in a municipality in northern Peru, based on an empirical diagnosis of its environmental, physical–spatial, and economic–productive dimensions. The study adopted a quantitative approach with a non-experimental, cross-sectional design, applying a structured questionnaire to a census sample of 75 municipal employees. The results showed that rural land-use planning is predominantly at a moderate level, accompanied by a significant proportion at a low level, revealing partial progress and structural limitations in territorial planning and management. The physical–spatial dimension was identified as the main critical bottleneck due to deficiencies in spatial organization, land-use zoning, and urban–rural integration, which transversally affect environmental sustainability and economic competitiveness. In response to these findings, a management model structured in interconnected phases of participatory diagnosis, zoned formulation, and dynamic monitoring was designed and validated through expert judgment, achieving a high level of agreement. It is concluded that the proposed model constitutes a viable tool to strengthen territorial governance and promote sustainable and resilient rural development.
