Modelo de gestión para optimizar el ordenamiento territorial rural del norte peruano

Resumen

La investigación tuvo como objetivo proponer un modelo de gestión para mejorar el ordenamiento territorial rural en una municipalidad del norte de Perú, a partir de un diagnóstico empírico de sus dimensiones ambiental, físico-espacial y económico-productiva. El estudio adoptó un enfoque cuantitativo, con un diseño no experimental y transversal, aplicándose un cuestionario estructurado a una muestra censal de 75 trabajadores municipales. Los resultados evidenciaron que el ordenamiento territorial rural presenta un nivel predominantemente regular, acompañado de una proporción significativa en nivel bajo, lo que revela avances parciales y limitaciones estructurales en la planificación y gestión del territorio. La dimensión físico-espacial se identificó como el principal nudo crítico, debido a deficiencias en la organización del espacio, la zonificación del suelo y la articulación urbano-rural, afectando de manera transversal la sostenibilidad ambiental y la competitividad económica. En respuesta a estos hallazgos, se diseñó un modelo de gestión estructurado en fases interconectadas de diagnóstico participativo, formulación zonificada y monitoreo dinámico, el cual fue validado mediante juicio de expertos, obteniendo un alto nivel de concordancia. Se concluye que el modelo propuesto constituye una herramienta viable para fortalecer la gobernanza territorial y promover un desarrollo rural sostenible y resiliente.
