Accessible tourism and functional diversity in the European Union

This study examines the current state of accessible tourism and functional diversity in the European Union, highlighting the conceptual evolution from disability to more inclusive approaches. It is based on the recognition of accessible tourism as a social right and an economic opportunity. The research is based on a qualitative approach that combines documentary analysis, semi-structured interviews, and comparative methodology to evaluate the practical application of the European legislative framework.
The techniques employed include the coding of regulatory texts using specialized software, expert interviews, and intercoder verification to ensure reliability. The results show significant legislative progress, although implementation varies significantly between countries, with marked differences between northern and southern Europe. The main barriers identified are related to connectivity, interoperability, and limited investment.
The conclusions indicate that greater public investment favors regulatory compliance, and that incorporating social innovation into tourism policies improves the satisfaction of people with functional diversity. It is recommended to harmonize standards, strengthen training, adapt signage, and promote inclusive strategies. Finally, it is proposed to develop a pan-European barometer and extend the analysis to other regions.
