Anti-corruption strategies in Peru

Method: Narrative qualitative review drawing on documentary analysis of official reports, nationwide surveys, and academic studies published between 2019 and 2024. Results: Persistent weaknesses were found in internal control implementation, high perceptions of impunity, elevated risks in public procurement especially at subnational levels and limited coverage of participatory accountability mechanisms. The Anti-Corruption Prosecutor’s Office shows punctual recoveries yet constrained autonomy and organizational stability. Discussion was structured through thematic coding and cross-case interpretation, integrating patterns emerging from documentary evidence and citizen perception surveys. This approach enabled a critical synthesis supported by theoretical models on systemic corruption and collaborative governance, reinforcing the validity and coherence of the findings. Conclusions: A shift from a predominantly punitive approach to a preventive one is advised, strengthening merit-based civil service, the justice system, and institutionalized social oversight, alongside safeguards in public procurement.
