Blame as a social construct in the context of urban mobility conflict

The notes address the pedestrian-vehicle conflicts in urban spaces. A multidisciplinary narrative review was conducted through an intentional approach, employing literature review, case analysis, and the creation of a chart summarizing the historical evolution of approaches.
As a result, a paradigm shift is identified from the predominant discourse of blame to an approach of shared responsibility. Strategies are presented to promote pedestrian mobility and create safer and healthier urban spaces.
Pontevedra city serves as a case study exemplifying the aforementioned principles: speed reduction, pedestrian prioritization, and traffic calming have eliminated pedestrian fatalities over the past two decades. The Ordinance on the Promotion of Pedestrian-Friendly Mobility (2020) establishes pedestrian preference in public spaces and prohibits behaviors that endanger them.
Key conclusions: The conflict between pedestrians and vehicles is a complex issue marked by the social construction of a discourse that diverts attention from shared responsibilities. Road safety requires a comprehensive approach and public spaces that foster coexistence and mutual respect. The case of Pontevedra demonstrates the feasibility of implementing "Vision Zero" and "No Harm" policies to create safer and more livable cities.
